Compliance Manager

BASEC Job Description - JD 019 Issue 3 

Reporting to: Technical Director 

Relevance of Position: Responsible to the Technical Director for Compliance, Technical and General Duties, and to the Board of Management and Impartiality Committee, through the Chief Executive and Technical Director, for Compliance Reporting Duties.  

Key Contacts / Relationships: Senior BASEC staff, Certification and Laboratory operational and administrative staff, including auditors (staff and subcontractors).

Compliance Duties:

  • Manage accreditations and quality management for the BASEC group’s certification and testing activities to ISO/IEC 17021-1, ISO/IEC 17065, and ISO/IEC 17025, adopting the quality manager role and liaising with accreditation bodies. Duties include the design, maintenance and revision of the applied quality system, scopes, manuals, procedures, other documents and related records, providing oversight of internal quality control, competency, calibration / verification, action chasing and internal reporting.
  • Manage the BASEC group’s technical recognitions and appointments with regulatory bodies, specifier groups and related activities, including Notified Body activities.
  • Provide regular reports on compliance, accreditation, quality and recognition issues to management, and to the Certification Committee (Impartiality Committee) and Board.

Technical and General Duties: 

  • Oversee BASEC’s acquisition and use of external technical standards and related documents, including library maintenance and the conduct of technical reviews.
  • Undertake certification / testing scheme development projects, and internal standards development projects in co-ordination with the Technical Director.
  • Support BASEC’s response to technical enquiries (via email, phone, website), routing these appropriately to the sales, technical, or other teams.
  • Co-ordinate and manage the complaints process in co-ordination with the Technical Director, including complaint receipt, testing and site visits (as required), determination and reporting to complainant parties and to the Certification Committee.
  • Undertake technical contract review activities, and other office based duties as instructed by the Technical Director.
  • Any other reasonable request of management.
  • Personal Health & Safety responsibilities.

Notes The following is applicable in relation to this position:  

  • The role reports to the Technical Director for line management functions.
  • There is a functional reporting line to other senior staff including the Chief Executive for Compliance Duties.
  • The role [works closely with / line manages] the Documentation Coordinator.
  • This position is based at the BASEC offices in Milton Keynes but may also be required to visit other locations, such as sites, factories, facilities and offices of other organisations including, but not limited to, clients, partners or subcontractors, anywhere in the world.

Person Profile:

Critical Criteria:  

1.   Excellent oral and written communication skills.

2.   Minimum 5 years’ experience in a similar technical role.

3.   Knowledge of standards, accreditation, certification and testing activities.

4.   Proven ability as a self-starter, and to meet targets. 

Preferred Criteria:  

1.   Experience of cable manufacturing.

2.   Knowledge of management system standards.

3.   Knowledge of cable / electrical / polymer standards.

4.   Knowledge and experience of manufacturing / process industries.

5.   International business experience.

6.   Project management experience. Qualifications, Education and Training  

Essential:  

1.   Degree level qualification in engineering, physical science or a related numerate discipline.

2.   Lead auditor qualified for QMS (training will be provided).

Desirable:  

1.   Lead auditor qualified for EMS and/or H&SMS.

Regional Sales Manager (Middle East)

Reporting to: Commercial Director

Key Contacts/Relationships: BASEC Customers, stakeholders and influencers, Technical Director, Certification Manager, Laboratory Manager and direct team, business development, inside sales and territory sales managers.

Relevance of Position: The Sales Manager – (Region) is responsible for the day to day management of all commercial activities within their region and ensure we exceed the regional sales budget as established by the CEO & Board of Directors.  

Major Responsibilities:

1.   Achieve the regional stretched sales budget.
2.   Engaging BASEC market place to acquire, develop and retain an ever-growing customer base.
3.   Ensure BASEC brand values and strategic vision is maintained within the industry and always evangelise what we stand for. 4.   Ensure we have regional key account growth plans for strategic customers, strategic partnerships ensuring a customer centric view has been developed.
5.   Continue to enhance the BASEC business model by making it market relevant, and competitive, based upon commercial acumen, and customer insight.

6.   Develop regional commercial business plans, to:

      a.    Increase global reach, via existing and new territory development                  
      b.    Increase business model scope and depth of BASEC service offering                  
      c.    Deeper penetrations into existing customers and sales conversion                
      d.    Development of new profitable customers                  
      e.    Retention programmes for existing business                  
      f.    New business funnel management growth to drive pipeline sales

7.    Become a market recognised thought leader in your region

Lead Auditor (Middle East)

Reporting to: Certification Manager

Main Duties:

1.    Being Brand evangelists for the BASEC values, proposition within the market.

2.    Attending client sites both in the UK and overseas to carry out management systems and/or product audits in support of BASEC’s approval schemes and/or Construction Products Regulation (Cables) requirements. All as instructed by the Certification Office.

3.    Undertaking cable selections and pickups at client sites as directed.

4.    Dealing with assessment and technical enquiries raised by clients and feeding them back to the certification office in relation to the various schemes operated by BASEC.

5.    Reviewing of audit reports and responses to non-conformities raised during audits, on time preparation of audit reports and management feedback.

6.    Providing assistance to the certification team with respect to audit plans, and complaints as and when required.

7.    Witness E&M, MV, HV and fire testing at clients’ sites and/or test laboratories.

8.    Supporting the Chief Executive, Certification Manager and other staff as and when required.

9.    Health & Safety Responsibilities.

Critical Criteria:

1.    Registered lead auditor for ISO 9001.
2.    Proven ability to meet targets.
3.    Excellent oral and written communication skills.
4.    A willingness to travel both nationally and internationally
5.    The ability to work on your own and also as part of a team.

Preferred Criteria:

1.    Registered lead auditor for ISO 14001, BS OHSAS 18001
2.    Experience of cable manufacturing.
3.    Knowledge of cable standards.

The duties are predominantly non-BASEC office based and will be performed at various locations, anywhere in the world, such as sites, factories, facilities, offices of other organisations including but not limited to clients or subcontractors. Up to 80% of a lead auditors time is spent travelling. The Lead Auditor ideally should reside in the Middle East or ASEAN. When not auditing, Lead Auditors Middle East will be home based or working from a local BASEC office where applicable.

Marketing Manager

Reporting to: Chief Executive

Key Contacts/Relationships: BASEC Customers, stakeholders and influencers, Technical Director, Certification Manager, Laboratory Manager, and Commercial Team.

Relevance of Position: The Marketing Manager will take full ownership of brand values, reputation, and reach. Develop, own and implement the agreed annual marketing plan.  

Major Responsibilities:

1.    Develop, own and implement the agreed marketing plan, as signed off by the BASEC leadership team, CEO and Board of Directors.

2.    Evangelise the brand and customer-centric principles.

3.    Engage BASEC market, customer and stakeholder to implement an international brand building campaign.

4.    Creation of creative marketing content to engage the target audience on & offline. 5.    Ownership of the digital plans, including ensuring the website clearly articulates our value proposition to each stakeholder group, and acts as a lead generation tool feeding through to inside sales teams.

6.    Run social media channels to enhance audience engagement and reach.

7.    Work closely with in house and external agencies to develop social media, content, video and blogs to develop BASEC within their customer base.

8.    Source editorial and advertising opportunities to maximise our budget and resources.

9.    Ownership and organisation of exhibitions across the various territories, ensuring lead generation follow up and effective ROI measurement.

10.    Measurement and performance marketing ROI reporting.

11.    Any other responsibilities as management requests.
